if the sheet is rolled to make a cylinder
the length will become the circumfere of the circle so

44 = 2 / pi/ r
44 = 2 × 22/7× r
44 = 44 / 7 × r
r = 7

volume of a cylinder =2 /pi/ r2 h
2 × 22/7 ×7×7 × 16
= 4928 cm3
