{1liter = 1000 ml = 1000 cm³}
initial volume of tank= Length*width*depth
= 25*20*12 = 6000 cm³
now after adding 3 liter(or 3000 cm³) water to it final volume will become = 6000+3000 = 9000 cm³
Now let us say the height of new water level is "H"
so volume of tank will be length*width*new height = 9000
25*20*H = 9000
H = 9000/(25*20)
= 9000/500
= 18 cm
so new water level = 18 cm.
