Let's see what we have available to calculate our answer. We have, 

Number of people - 10800
Quantity of water required per day - 30 litre
Water tank/pool dimensions - 50m * 27m* 24m (so Height of pool 24m, width of pool 27m, and length of pool is 50m). 

Now, as water level is 4m, we will consider height of pool as 4m to calculate the amount of water available (we cannot consider 24 as water is only at level of 4m). 

So amount of water in the pool = 50*27*4 
                                                  = 5400 m3
                                                  = 5400 * 1000 litre

10800 people use 10800 * 30 litre water per day. 
So water in the pool will be enough for
= 5400000 / 10800*30
= 5400000/324000
= 16.66 days

So water in the pool is will last nearly 16 days to 10800 people. 

This shows that people are evolving and starting to think towards conserving resources, and starting towards efficiently using natural resources.

Requirement of water per person per day = 30 liters (As it is not mentioned in the question that the requirement of water is 30 liters per person per day. Therefore, it is assumed that 30 liters of water is required per person per day.)
Total water required per day = 10800*30 
= 324000 liters

Length of the reservoir = 50 m
Breadth of the reservoir = 27 m
Height of the reservoir (It is given that the height of the water level is 4 m during the rainy season) = 4 m
Volume of water stored in the reservoir = L*B*H
⇒ 50*27*4
⇒ 5400 m³
1 m³ = 1000 liter
5400 m³ = 5400*1000
= 5400000 liters

Number of days water is sufficient = Volume of water stored in the reservoir/Requirement of water per day
⇒ 5400000/324000
= 16.66 days
Or 17 days (Approximately)

The water stored in the reservoir is sufficient for 17 days.
