Current at any  instant of timeis given by:

I = Iosinωt

where Io is the maximum current.

when

 I = Irms
we can write

Irms = Iosinωt

Irms = Io/√2 = Iosinωt

1/√2= sinωt

ωt = π/4

2πνt = π/4

where ν is the frequency = 50 Hzt is the time in which current reaches to rms.

t = 1/(14×2×50)

t = 0.0025 st = 2.5 milli second
