Unless there are extenuating circumstances such as a fan, breeze etc. that can move heat, heat flows from hot to cold… This makes sense because cold has less heat than hot so it cant give off any heat… Is the resistor or the water the hottest…? Yes, there is work being done…
Running water will be a less resistant path rather than flowing through resistor. So heat produced will be almost zero.
