area of circular road =π(R^2-r^2)
given
circumference=2πr=44
r=7 m
so, R=7+7/2=21/2 m
now area of road =22/7 x {(21/2)^2-(7)^2}
=22/7 x 35/2 x 7/2
=11 x 35/2 m^2
cost =area x rate
=11 x 35/2 x 20 =3850 Rs
