outside is cold at 10C. Inside the room temperature is 18C to start with but there is a heat source in the room - one or more persons. When the AC is set to 24, the compressor will shut off soon but the fan / air circulator in the room will keep running and will occasionally switch the compressor on and then off to maintain the temperature at 24C. As long as the heat sources exist in the room, the temperature will be maintained at 24C.
