Total flooring area = L of room x B of room = 600 x 400 = 240000cm^2

Area covered by each tile = L of tile x B of tile = 25 x 20 = 500cm^2

Therefore number of tiles required are...

Total flooring area / area covered by each tile

ie, 240000/500 = 480

Number of rectangular tiles required to cover the floor of the room is 480 tiles.
