Because on rubbing charge is produced in balloon and then when it is taken near wall it induce opposite charge on that particular area because wall is a non-conducting body. Hence they posses opposite charge so get attracted. But after coming in touch charge flow and both become neutral and hence balloon fall down.

it is just because of static electricity where ballon is positively charge and walls are negatively charged therefore there is an attraction between these unlike charges and causes the ballon to stick to the wall
