I will classify it as solid...because its atoms are rigidly packed...the ability to stretch it is because of the special feature of the material called elasticity....

A solid is a state of matter in which atoms are held closer to each other due to strong forces of attraction between them.

Similarly, in a rubber band the atoms are arranged closer to each other. But a rubber band has the property of elasticity because of which we are able to stretch it. As a result, rubber is able to change its shape.

Therefore, we can conclude that a rubber band can change its shape on stretching so, we will classify it as a solid.
