It is so because it only changes it's shape under the external force and pressure. When force is removed, it again regains its normal position. If much force is applied, it breaks.

A rubber band can change its shape on stretching but it is a solid.

This happens because pressure is applied on the band which makes it change the shape and it gains its original shape when it is released.

All these changes occurs due to the elasticity of the rubber.

So it is considered as a physical change
