a rubber or plastic suction hook sticks to smooth surfaces but not to rough surface (give reason )​

It cannot be said that it doesn't stick to a rough surface, but the suction sticks longer to a smoother surface compared to a rough surface. This is because when you press the suction, most of  the air between its cup and the surface  escapes out. The suction sticks to the  surface because the atmospheric pressure acts on it. Since smoother surfaces have less friction, the suction sticks easily rather than on a rough surface.
