let B's income be x
then A's income is 80/100x or 4x/5
now we are asked
 \frac{x -  \frac{4x}{5} }{ \frac{4x}{5} }  \times 100 \\  \frac{ \frac{x}{5} }{ \frac{4x}{5} }  \times 100 \\  \frac{x}{4x}  \times 100 \\  \frac{100}{4 }  = 25
answer is 25%
