Let say Heavier Bag =  H  kg

Then Lighter Bag = H - 9 kg

Total Weight = H + H - 9  = 2H - 9 kg

heavier bag's weight is 65% of the total weight of the two bags

=> H/(2H - 9)  = 65/100

=> H/(2H - 9) = 13/20

=> 20H = 26H - 117

=> 6H = 117

=> 2H = 39

=> H = 19.5

Heavier Bag = 19.5 kg

Lighter Bag =  10.5 kg
