No, the sample of water is not pure. Pure water boils at 100 degree Celcius. So, there must be some impurites in the sample of water. Hence, it will not freeze at 0 degree celcius as the impurites will hinder its freezing point !

the characteristic of pure water is it will boil at hundred degree Celsius.


even it will not freeze on 0 degrees celsius because the sample of water is not pure so it does not follow the property of pure water and does not freeze at 0 degree Celsius.
