How can you say that Zimbabwe does not have rule of law?

Zimbabwe attained independence white minority rule in 1980 ... There are independent newspapers but government harasses the journalists who go against it. The government has ignored some court judgments that went against it and has pressurised judges.

Why is democratic government called a more accountable form of government?

A democratically elected government is more accountable to the public because it comes to power due the majority of the public voted for it. The government is apprehensive that the same public may not vote it to power next time if it does not fulfil their expectations.
