For one uniform we need 1.15 meters of cloth. So ,,

  \frac{1 \times 23}{1.15} =20

We can make 20 uniforms from 23 m of cloth.

one student need 1.15 meters of cloth.

5400 students need x meters of cloth.

THEREFORE

5400 \times 1.15 = 6210

HENCE x =6210 meters
