Henry Moseley told that atomic number is a more fundamental property as compared to atomic mass, for checking periodicity in properties.

I am not quiet sure if he is the one who gave atomic numbers to different elements. Maybe someone discovered the nos. before him but he just found out about the periodicity thing.

Or maybe he did it all.
