because inside water they dont get sufficient supply of air inside water

When seeds are completely immersed in waterit does not germinate because only water is not necessary for germination. Proper light and well aeration is very much important forgermination. ... The oxygen which is dissolved in water does not enters the seed due to excess water thus preventing germination
