ratio=\frac{10^3}{10^{-3}}

when two exponential with the same base is divided with each other then the power gets subtracted from each other, similarly here it will go as,

Ratio=\frac{10^3}{10^{-3}} \\=10^{3-(-3)}\\=10^{3+3}\\=10^6

so the ratio comes as 10^6:1, from this we can say that the dandelion flower is 10^6 times heavier than its seed
