When a seed immersed in water does not germinate , the reason behind this is that for germination there are three things necessary for seed and they are air ( Oxygen), water and suitable room temperature.Here, the see is in water so it has water and oxygen ( soluble in water ) but it does not have suitable room temperature.So here two conditions are satisfied or we can say cleared but one is not so this is the reason .
