Solution:

Perimeter of Square = 4 * side

side   = 14 cm

Hence Perimeter = 4 * 14 = 56 cm

=> Diameter = 2 * radius = 2 * 7 = 14 cm

New perimeter  =  Perimeter of Square - Diameter  + circumference of semicircle

Circumference of a circle = 2π(radius)

Circumference of a semi circle = (1/2) 2π(radius) = π * radius

radius = 7 cm

π = 22/7 cm

Circumference  of the semicircle =  (22/7) * 7 = 22 cm

New perimeter  =   56  -  14  + 22
