price of wheat-1 for 4kg = 200

price of wheat-2 for 10kg = 400

then he mixed both wheat,

total wheat he buys = (4+10) = 14kg

total money he spent = (200+400) = 600

the price of one 1kg wheat3 is now changed to = 600/14

=Rs42.85

he sold the Wheat3 in rs 60 per kg

the profit he makes = 60-42.85

=rs17.15

now the percentage of profit = (17.5/42.85)100

=40%

b is the answer.

i hope it is helpfull.
