The Duma were council assemblies which was created by the Tsar of Russia. Simply it is a form of Russian governmental institution, that was formed during the reign of the last Tsar, Nicholas II. It is also the term for a council to early Russian rulers (Boyar Duma), as well as for city councils in Imperial Russia ('Municipal dumas'), and city and regional legislative bodies in the Russian Federation.
After the 1905 revolution,an elected consultative parliament that came to power in russia was known has the Duma.It was dismissed frequetly as the tsar did not want anyone questioning of his authority or reduction in his power.

The duma was the elected consultative parliament set up after the revolution of 1905 Its members were charged with the responsibility of making laws the tsar dismissed the first duma within 75 days and re-elected the second duma within 3 months.

The tsar did not want any questioning of his power ģhe changes the voting laws and packed the third duma with conservative politicians .Finally in February 1917 the duma was suspended many members of the duma became a part of the provisionally government
