One representative from each unit was elected for a period of one year. The members were elected through Kuduvalai (Lucky Draw) system. Villagers assembled in the temple on the day of election. The names of candidates to be elected were written on palm leaves and put it a pot.

A total of 30 wards existed in each village and from each name were pit into an earthen pot.  From that pot, a small boy was asked to pick a name at random which would then represent the village.  This system of election was unique and innovative for its time and gave power to people.
