volume of sphere=4/3πr^3

diametre \: of \: cone =  \frac{14}{3} cm

radius \: of \: cone =  \frac{14}{2}  \div 2

 =  \frac{7}{3}

volume of cone =1/3πr^2h

 =  \frac{1}{3}  \times  \frac{22}{7}  \times  \frac{7}{3}  \times  \frac{3}{3}

volume \: of \: cone = 17.11

number of cones formed=11498.66/17.11

=672 cones
