PbO + HNO3 ----------> Pb(NO3)2 + H2O

and also Note that PbO is an insoluble base and HNO3 is an acid.Pb(NO3)2 is a soluble salt of lead since by the reaction, only salt and water is formed, it is a neutralization reaction
