Let,initial quantity of milk and water are in the ratio x:y respectively.
=> x/y=5/7 & x+70/y+50=7/9
Solving these eqns
x=350 & y=490
Now, final quantity of milk becomes (350+70)ltrs i.e. 420 litre
Hence, ratio of initial and final quantity of water is 350/420 i.e. 5/6
