Answer:

coz in water hcl splits into h+ and cl- ions. so these ions help in the conduction of current. in toulene it wont splits into seperate ions. not only hcl and acid when mixed with polar solvents like water it splits into seperate elctrolytes. in non polar solvents it wont. it is called electrolytic conduction.
