pH = 12 means it is a base.  So when you dilute that it remains a base. the concentration decreases.

pOH = 14 -12 = 2 
so  [ OH ]^-  = 10^-2 / mole
after dilution =    [ OH^- ] =  10^-5  /mole
 so new pOH = 5
so pH = 14 - 5 = 9

pH = 12

therefore,

[H+] = 10-12

it is diluted 1000 times, therefore,

[H+] = 10-12 * 103

[H+] = 10-9

therefore,

pH = -log[H+]

= 9
