A sound source and a listener are both at rest on the earth, but a strong wind is blowing
front the source toward the listener. Is there a Doppler effect? Why or why not?​

Yes. It does not matter whether the sound source or the transmission media are in motion, vibrations will be compressed in the direction of convergence and dilated in the direction of divergence. This can be observed by tossing a pebble into a moving stream. Ripples will go faster downstream than they go upstream, causing a stationary observer to see different frequencies at upstrean and downstrean points.
