Wavelength=λ=40cm=0.4m
Distance= 4Km- 4000meter

V=fλ
By using the above formula we will find velocity (v):-
V=2×0.4
V=0.8m/s
So as we know that:-
V=S/t
Therefore:-
T=S/V
Now,
T= 4000m/0.8ms
T=5000 seconds
