sound intensity level is known as acoustic intensity which means the power carried by sound waves per unit area in a direction pwependicular to that area.
Now, if a sound is made inside a room of surroundings locked the sound will be echoed.
And if it has to be decreased, the walls of the room are there to reflect the sound which will decrease the sound intensity for an observer.
