According to question;

v_{o} = 10 Hz = 10⁴ kHz

v_{s} = 60 m/s

c = 350 m/s m/s

We know that..

v'\:  =  \: v_{o} \:  \times  \:  \dfrac{c}{c \:  -  \:   v_{s} }

Here ..

• v' = Apparent frequency

v_{o} = Original frequency

v_{s} = Speed of source

• c = Speed of sound

Put the known values in above formula

=> v' = 10⁴ × \dfrac{350}{350\:-\:60}

=> v' = 10⁴ × \dfrac{350}{290}

=> v' = 10⁴ × 1.2069 Hz

=> v' = 12.069 × 10⁴ kHz

=> v' = 12 × 10⁴ kHz (approx.)

____________________________

Apparent frequency (v') = 12 × 10⁴ kHz.
