as the second is at rest so its velocity=0

e=coefficient of restitution

v1=  \frac{m(1 - e)u}{2m}  \\ v1 =  \frac{(1 - e)u}{2}  \\  \\ v2 =  \frac{m(1 + eu)}{2m}  \\ v2 =  \frac{(1 + e)u}{2}  \\  \\ therefore \\  \frac{v1}{v2}  =  \frac{(1 - e)}{(1 + e)}
