Total electric flux over the surface of the sphere is zero

since there is no change enclosed inside the surface of sphere. so, total charge enclosed inside the surface , Qnet = 0

now from Gauss law ,

Φ = Qnet/ε0 = 0

consequently, electric flux through the closed surface is always zero.

it doesn't depend on electric field in which surface is placed, it depends on total charge enclosed inside the surface. in above , total charge enclosed inside the surface is zero that's why electric field over the surface is zero.
