According to question,

Perimeter of Square = Perimeter of Rectangle

{⟹ \:4 × 10 = 2(12 + b)}

{⟹ \:40 = 24 + 2b}

{⟹ \:2b = 40 - 24}

{⟹\: 2b = 16}

Hence, the breadth of new rectangle formed is 8 cm.
