A state is good if the people are good as because without people's cooperation nothing is possible . why? just for an example if everybody starts robbing and the government is not able to control it then there's no use of having the government as people won't cooperate. and that is why A state can only be good if the people are good.

a state is good if the people are good just for example accidents are more common in big cities but then also the passers-by who are at road they don't help the victims because they think that they will be harassed by the police for the sake of Investigation because they are unaware with the fact that Supreme Court has passed the guidelines that the people who will help the victims will not be questioned by anyone but then also they don't help the people who are in need of help so it government should do something to make people aware of the things that guidelines has been passed I am a active citizen of my country so it is our duty to make people aware of this thing by making posters and organising advertisement
