In general, Gases are the most compressible and solids are the least compressible.

The main reason for this is the intermolecular forces which determine the physical state of a substance by altering the intermolecular spaces.

A substance in solid state has high intermolecular forces and hence has the least intermolecular spaces. So if compression is done here, then there is little or negligible amount of space for the molecules to come further closer. Hence, they are the least compressible.

In gases, the intermolecular forces are the weakest. So high intermolecular spaces are present. Hence, molecules can come closer on compression. Thus, they can be most compressible.

Liquids fall in between.
