(a) It states that when two or more bodies collide with each other their total momentum remains constant, provided no external forces are acting.                                                               

(b) (i) Air from inside the balloon escapes from the mouth of the balloon.                                        

(ii) Balloon moves in the opposite direction, that is, from left to right due to action and reaction.
