In the hey days of the British Empire, the East India Company was looking to make profitable trade agreements with several highly populated states all over the world.
Which even in those times consisted of India and China.
China had a major surplus trade with the UK and the government wanted to change it.
Bengal, which was at the time of the largest opium producing areas in the world, already had a long established presence of East India company which eventually by 1773, had a 100% monopoly over all Opium production in the state.
This opium was then smuggled into China through Seaports
Thus, West bengal is the state where British Government gained monopoly to trade in opium.
