When a steel blade is placed on waterhorizontally, the surface tension and the buoyancy will be able to balance the wight of the blade and it will floaton the water surface. ... The surfacetension no longer be able to balance the blade and it will sink.

Very good question. Thanks for asking it ...
--->When steel blade is placed on water, horizontally, the surface tension and the up thrust will be able to balance the weight of the blade.
---> So a steel blade floats on the pure water .
--->If we add some detergent in the water, the surface tension decreases gradually and the ability of the surface film to support the weight of the blade reduces hence the blade sinks.
