if time didn't exist than In our universe, time can be thought of as a separate direction that things can move along. The only difference it has to space, is that everything is moving through it all the time (except light, but don't worry).
However, it is possible (and, mathematically, perfectly valid) to argue that, for an external observer ("outside" our universe), time is no different from space, and to them everything appears static.
These kind of people are just trying to appear clever by saying things that sound very deep and philosophical. (source: I do this)
