A straight wire carrying current is placed in the earth's magnetic field. the direction of current is at right angle to the horizontal component of earth's magnetic field. what is the direction of emf?

When the wire falls, it cuts the horizontal component of earth's magnetic field which is along south to north direction. Thus if B is earth's total magnetic field and angle of dip at that point is delta then horizontal component of earth's magnetic field is given by B cos (delta).
