a student in class ix has not been able to pay fees.the student also not showing much progress in class.the teacher scold is called what?

the student can't pay fees for the problem which have occurred to that particular student, but the school is giving opportunity to do the class but the student is not interested, so that's the problem of that particular student only, and teacher have scolded the student, it's very fine, he or she have to understand the problem of his or her own family, so this a problem of that student not the problem of the teacher who have scolded the student.
