These are homologous. They both have same body design but there functions  are different.  In humans,  it is used for grasping objects and in horse it is used for running structurally same functionally different

Forelimbs of a man and a horse are classified under homologous organs because:

They have the same origin ,same structure and development but they perform different functions....
