a student observes that both acetic acid and hydrochloric acid react with metal to give out hydrogen gas and both react with solution of base to form salt and water .then what is the difference between the two ? how can it be verified?

Acetic acid is a weak acid so it does not dissociate 100 percent. Whereas Hydrochloric acid is a strong acid and it dissociates 100 percent. So, salt formed by acetic acid is weak salt and salt formed by hydrochloric acid is strong salt. So in same condition ph of hydrochloric acid will be smaller than acetic acid.
