if it is not twinkling it is Venus as we know planets don't twinkle

It is conceivable, yet the onlooker wouldn't see the obscurations that we see from earth's surface.
There would positively not be another planet that offers the ideal aggregate sun oriented obscurations that we appreciate.
They are a cheerful mishap of time for us.
Without knowing area, bearing or date it could be anything.
