The Koh solution helps in absorbing co2. If it is not there, The water in the delivery tube doesn't rise.

Only wet germinating seeds can respire.

1. The test tube contains KOH that is pottasium hydroxide. It absorbs the carbon dioxide and changes its colour. The absence of potassium hydroxide cannot detect the presence of carbon dioxide and hence the the experiment is a total failure

2. Moist seeds absorbs water vapour and reduces the amount of water in the experimental flask. Which water is released by the leaves of the plant during transpiration which can cause experimental disorders.
