yes, it is most likely recessive, because if it is dominant the parents wouldn't have to be light-coloured eyed

There can be two possibilities:
- Light coloured eyes is a recessive character. Both the parents with the light coloured eyes are homozygous recessive.
- Light eye colour is dominant & parents are homozygous dominant.
